Continental Congress, Second This body’s first session convened on 12 September 1775 and admitted the first Ga. delegation to Congress. It authorized the Continental navy (see Navy, US) on 13 October and appointed members to contact foreign nations on 29 November. It approved the Declaration of Independence in July 1776 and voted to adopt the Articles of Confederation in November 1777. The second Continental Congress sat until 2 March 1781, when the Articles went into effect and it became the Congress of the Confederation.
