Lucas, John Baptiste Charles
Lucas, John Baptiste Charles, a Representative from Pennsylvania; born in Pont-Audemer, Normandy, France, August 14, 1758; attended the Honfleur and Paris Law Schools, and was graduated from the law department of the University of Caen in 1782; practiced law in France until 1784; immigrated to the United States, settled near Pittsburgh, Pa., and engaged in agricultural pursuits; member of the State house of representatives 1792-1798; judge of the common pleas court in 1794; elected as a Democrat to the Eighth and Ninth Congresses and served from March 4, 1803, until his resignation in 1805, before the assembling of the Ninth Congress; moved to St. Louis, La. (now Missouri), having been appointed district judge for the northern district of Louisiana (which became Missouri Territory in 1812), and served from 1805 until 1820, when he resigned; also served as commissioner of land claims of northern Louisiana 1805-1812; resumed agricultural pursuits; died near St. Louis, Mo., August 17, 1842; interment in Calvary Cemetery.
